Border zone
Border zone is a stripe along the border of a state or territory, where free movement of people is restricted.Travel to open settlements and districts of the Kaliningrad Region is allowed by transit via railways or by car along highways - no special permits are required for transit through the above-mentioned territories.
According to the Rules, entry of foreign citizens to the border zone of the Kaliningrad Region is possible, if they have:
- ID document;
- an individual or group pass that is formalized by the Border Directorate of Russian Federal Security Service for the Kaliningrad Region or units thereof. Entry of foreign citizens to the border zone of the Kaliningrad Region using just passports is possible for:
- citizens registered within the border zone and their family members;
- citizens transiting through the border zone;
- drivers of vehicles, who are driving them within the framework of the fulfillment of their work or official duties, the routes of whose regular movement run within the border zone, as well as drivers of vehicles performing international road transportation.
To formalize a pass for the border zone, foreign citizens shall address the Border Directorate of Russian Federal Security Service for the Kaliningrad Region. Applications can be submitted by mail, e-mail to the following addresses: pu.kaliningradobl@fsb.ru, pu.kaliningradobl2@fsb.ru. As well as in course of personal visit. Sample application. Restricted access areas
Territory closed for foreign citizens: territories with restricted access for foreign citizens.Entry of foreign citizens to restricted access areas of the Russian Federation shall be coordinated by the hosting organizations with the Ministry of Security of the Russian Federation or its bodies in the republics of the Russian Federation, regions, autonomous entities, and cities of Moscow and Saint Petersburg according to the location of the hosting organizations. In the Kaliningrad Region, territories with restricted access for foreign citizens include (unless indicated otherwise, roads are not included in the closed areas):
- the town of Baltyisk and Baltiyskaya Kosa (Vistula Spit) (except for the area adjacent to pools No. 3 and 4 of the Baltyiskaya naval base, waters of the Primorskaya bay and Kaliningradsky sea channel);
- part of the territory of the Gurievsky district to the West from the Kaliningrad - Orlovka - Sosnovka - Zelenogradsk road
- Zelenogradsky district (except for the part of the territory to the North-East from Primorskoye Ring road from the border of the Gurievsky district to the Luzhki settlement and to the North from the line Luzhki - Muromskoe - Kovrovo - Romanovo - Orekhovo - border of the Svetlogorsk district; to the West from Primorsk - Yantarny - Svetlogorsk railway at the section between the borders of the Baltiysky district and Yantarny settlement; to the South from Kaliningrad - Baltiysk railway) (territory from the West coast to Povarovka settlement is open for visiting);
- part of the territory of the Svetlogorsky District to the West from the direct line Orekhovo - Filino (the Zelenogradsky District) (the Filino settlement is open for visiting);
- part of the territory of the Yantarny settlement to the East from Primorsk - Yantarny - Svetlogorsk railway (the main territory and shore of the Yantarny settlement are open for visiting);
- part of the territory of the town of Svetly (to the North from the Cherepanovo settlement, including the settlement, as well as from the Baltiyskoe district forestry and shore of the Primorskaya bay on the West to the railway in the South-East);
- part of the territory of the Krasnoznamensky District and the Nesterovsky District limited by the Kibartai - Nesterov - Vysokoe - Dobrovolsk - Pravdino - Pobedino road and Pobedino - Shilgalyai line (except for the mentioned settlements and the road);

Violation of the regime of stay in territories with border or restricted access may result in a fine, as well as visa cancellation.
