The Empress Elizabeth Petrovna Kaliningrad (Khrabrovo) international airport — airport of the Kaliningrad Region located 20 km to the North-East from the city center. Compulsory civil liability insurance for vehicle owners (OSAGO) - compulsory motor vehicle liability insurance contract that is only valid within the Russian Federation. European green card is not valid in Russia. You can formalize an insurance policy online in advance or at petrol stations/ stalls after crossing the border of the Russian Federation.
Besides, at the exit from Lithuania or Poland they may check your Green Card that shall include Lithuania or Poland.

By bus

To arrive to Kaliningrad by bus, a foreign tourist must present their passport and visa. International bus connection includes the following cities: Gdansk, Warsaw, Berlin, ect.

By water

Cargo ferry service is arranged between the port of Baltiysk in the Kaliningrad Region and the port of Ust-Luga in the Leningrad Region. Besides, one can travel by yacht/small watercraft.

Ferry tickets are sold via electronic booking system on websites of authorized agents. Schedule can be adjusted in view of unfavorable weather conditions and other circumstances. Entry of small vessel into the port of Kaliningrad is ensured via the town of Baltiysk, 81 pier - customs post.

By bike

At present, bicycles are served by the following border crossings: Bagrationovsk-Bezledy, Chernyshevskoe-Kibartai, Sovetsk-Panemune.
All vehicles, including bicycles, must approach the control point within a line. In case of traffic jam formation, all drivers shall drive in accordance with the traffic rules.
