   Captains for navigation in the port waters of Kaliningrad need to know:

  • In the territorial waters of the Russian Federation and the port waters of Kaliningrad, there are the International Regulations for Preventing Collision of COLLARS-72.
  • Rules for navigation on inland waterways of the Russian Federation operate on all rivers and non-sea channels. The exception is the wellhead section of the Pregol river below the Two-tier bridge, it is considered part of the Kaliningrad Sea Channel (KMC).


For safe navigation the navigation situation is set up according to the MAMS system (region "A"):

  • in the sea;
  • in the Kaliningrad Lagoon;
  • in the Kaliningrad Sea Canal.


It includes cardinal, lateral axial signs, special signs and signs of individual dangers. On all other rivers and river canals of the region, navigable inland waterways.

The state control over the safety of navigation of all vessels and floating facilities and the management of vessel traffic in the port waters is provided by the Captain of the Kaliningrad Sea Port through the Vessel Traffic Control and Control Post.

The PRCMC directly carries out information support for navigation while navigating along the KMC in the area east of picket No. 246 to the two-tier bridge of Kaliningrad and, when swimming in the Kaliningrad Gulf in the water area - east of the meridian of 20 degrees. 05 min. If necessary or at the request of the vessel, navigational assistance is rendered to the vessels on the section from the receiving buoy No. 1 to the traverse of the tower of the PRS in Baltiysk. Swimming in the territorial sea

Prior authorization of competent authorities to call in territorial waters is not required. When navigating in territorial waters, you should carefully carry the radio watch on VHF radio channel No. 16. When calling the vessel by a network correspondent with the call sign "Vyshka" (coastal units) or "Velbot" (coast guard ships), the following information should be reported to the Coast Guard: 

  • name and nationality of your vessel;
  • from where and where follows, the purpose of entering territorial waters;
  • number of people on board.

It must be remembered that to the north of Baltiysk and to the north-west of Cape Taran there are polygons of combat training for ships of the Navy. In the presence of warships, these areas should preferably be bypassed, since dangerous actions are possible. It is necessary to carry out commands received from warships bypassing dangerous areas. Advance information on dangerous areas can be obtained from notices to mariners or via radio: channel 74 callsign "Baltiysk-Traffic", as well as from navigational warnings received on the equipment "NAVTEX".

In the sea, VHF radio communication with the services of the Kaliningrad Rescue Coordination Center of the GMDSS (Area A1) is carried out around the clock on 16 and 70 DSC channels. Working VHF channels - 3 and 7. Call sign "Kaliningrad - 1".

Input / output to port waters

To enter the seaport of Kaliningrad, it is necessary to contact VHF connection channel 74, call sign "Baltiysk-Traffic" and request a permit within a distance of 6 miles from the entrance malls.

To register the arrival of a permit, you can enter the Sea Channel and follow the mooring place. The prohibition, or delays with the entrance / exit can be associated with the movement of warships or caravans of ships.

It should be taken into account that there is a procedure for the movement of vessels along the Kaliningrad Sea Channel (local time - for the summer - GMT + 3 hours April-October): entrance from the sea - from 03.00 - 04.00 and from 15.00 - 16.00; exit from the port - from 08.00-11.00 and from 20.00-23.00.

In order to speed up the procedure of customs clearance with you it is necessary to have the following documents:

  • ship's copy with a copy;
  • passport with a copy of the front sheet and visa;
  • ship's role.

Swimming of sports and pleasure craft in KMC is allowed only during daylight hours, when visibility is not less than 6 kb. The movement of sailing ships along the canal is permitted only under the motor or in tow.

The depths in the canal are sufficient for yachts and allow close (15-20 m) approaching moles, dams and shores. When passing the input malls, one should take into account the presence of currents that are windy and reach significant (2-4 nodes) values, so do not approach them closely.

Registration of vessels, without prior notification of authorized bodies, is carried out whenever possible. It depends on the order of the authorities' work on other courts. The question of the place of the vessel's parking in the port of Kaliningrad must be resolved and agreed with the authorities before the ship's landing for clearance. In order to speed up clearance procedures, your acquaintances in Kaliningrad can notify the authorized bodies in advance if the time of arrival of the vessel is known.

The descent to the shore of crew members in Baltiysk is allowed only to citizens of Russia and the Republic of Belarus. For citizens of other countries (even if there is a visa of the Russian Federation) it is necessary to coordinate with the police department of Baltiysk and the FSB of Russia.

Entry into the harbor and movement of vessels along the water area of the Baltic Naval Base (BVMB) is permitted only with the permission of the operational duty officer of the Senior Naval Chief of Baltiysk (OD SMN). If necessary, such permission can be requested on VHF radio channel No. 74 via "Baltiysk-Traffic"..

The captain of the vessel when traveling alone in the KMC should know the local rules of navigation. In other cases it is advisable to order a pilot.

Pilotage from Baltiysk to the berths of Kaliningrad can be made by prior request. The application for the pilot shall be submitted to the pilotage service for a day, but not later than 4 hours before the planned entrance of the vessel by fax: (4012) 579-478, or by e-mail to: pilot@mapkld.ru . The call of the pilot is carried out on channel 67, call sign "Kaliningrad - 11". In case of violation of the established procedure, the pilotage of the vessel will be carried out to the extent possible.

On the south side of the canal, white-painted billboards with figures (pickets) are displayed every 100 m. They indicate the distance in hundreds of meters from the entrance to the canal. Pickets with numbers, colored in red, show the distance in thousands of meters.

Sports and pleasure crafts when sailing in the Kaliningrad sea canal should stay away from the fairway or move along its edge. But, to avoid touching the ground, it is not advisable to go far beyond the line connecting the nearest buoys or signs of the side of the traffic. It is forbidden to moor to enclosing dams, navigational signs, buoys, to enter the harbor of enterprises.

If for any reason a small vessel that does not have a VHF radio station will be in the channel without a turn and will not be able to clear the fairway, the person driving such a vessel must give signals to warn the approaching vessel by raising and lowering hands, and at night - in a circular motion flashlight.

For all sports and pleasure craft on the stretch from picket No. 350 to 2-tier bridge:

  • Speed is limited to 25 km/h;
  • The route of traffic should be along the right bank of the Pregol River at a distance of 20 meters from the coastline and island Kosse to the south.
Prior to entering the Kaliningrad Sea Port, captains of small vessels who are foreign nationals, must undergo border and customs control at quay 81 of Baltiysk port. The Pionersky port is open for entry of sports and pleasure craft, but customs clearance is not carried out here.
For entrance (exit) to the port it is necessary to get permission for VHF radio communication, channel No. 11:

  • at the border control post Pionersky - call sign "Impulse 6",
  • at the port manager - call sign "Pionersky 33".

A small yachting plavpier can simultaneously take no more than 3 guest yachts. Rules of the border regime for navigation in the territorial sea and the border waters of the Kaliningrad and Curonian Bays (without going abroad).

The rules of the border regime operate in the territorial sea (12 miles from the coast), in the border areas of the bays, on the Neman River and Lake Vyshtynetskoye. The border zone in the Curonian Lagoon is the water area from the border to the conventional line: Cape Hook - the mouth of the Rybnaya River. The border zone in the Kaliningrad Gulf - the water area from the border to the conventional line: Cape Ostry - the mouth of the Mamonovka River.


1.   For navigation in such waters without going abroad, it is necessary: ​​To register your small boat, inflatable or other boat, as well as diving equipment, at the nearest division of the border control department of the FSB of Russia (Baltiysk, Lenina-68, 69 -109, with you to have: the original passport and its photocopy (photo sheets, with a note of registration at the place of residence), a certificate for the right to operate a small-sized floating craft, its photocopy, a technical certificate, a passport for a ship, an engine, their photocopies, court A photocopy).

2.   Prior to entering the water area with the border regime, one should notify by telephone or radio communication the nearest unit of the border authorities (see table) and inform:

    • Name and registration number of the floating craft;
    • The place and time of going to sea, the route, the estimated time and place of return;
    • Surname, name, patronymic of the owner and captain;
    • Number of people on board;
    • The mobile phone number of the captain, or the call sign of the vessel by VHF radio.

Notes:

  • To leave the sea from Baltiysk, it is necessary to make a notification in advance, about 1 hour before approaching the traverse of the lighthouse of Baltiisk. Permission to go to sea is requested only from the VTS on VHF radio communication channel 74 callsign "Baltiysk-Traffic".
  • To call into the border waters of the bays, rivers and lakes, notify in advance 1 hour before the supposed time of entry into the border zone. All persons on board must have identity documents. Upon return, it is necessary to notify the frontier guard about this. It is permitted to approach the shore, land and take on board new people, but it is necessary to notify the border unit of this section of the coast - VHF channel 16, callsigns "Vyshka".

Stay of vessels and boats on water is allowed at daylight hours at a distance of not more than 2 miles from the shore.

For navigation for a 2-mile zone of the territorial sea, the permission of the frontier division is required, with the design of the ship's role and the presence on the ship of the VHF radio station. Call signs of shore posts - "Vyshka"; ships of the coast guard - "Velbot", channel No. 16.

Rules for going abroad

At least 48 hours before departure, it is necessary, either in person or by fax, 8-40145-22-394 to submit a written application to the operative on duty of the border guard unit of military unit 2243 in Baltiisk (Lenina st., 68), and so in advance, notify the operative-duty duty service of the customs post of the Sea Port of Baltiysk by telephone at 8-40145-61-008 or by fax 8-4012-691-331, in which to indicate: The name of the vessel, (for the yacht - the number on the sail), who is the owner , the captain, the number of crew members, the date and time of the exit, the type and number of the engine where the yacht will pass the border and customs control . 3 hours before the stated time, you must confirm the application and the time of release. After registration it is necessary to follow the shortest path to the border crossing point. In the border area, it is prohibited to take photo and video shooting of frontier ships, border signs, engineering structures, and also the territory of the neighboring state. In the Kaliningrad Gulf, the border should be crossed along the lane of the ship's passage.
